To qualify for the world championship, even if they already have their pass, is there a rule that says they can be removed because they have participated more than once?
Uh, what do you mean by
Participated more than once in worlds is allowed of course, i have been there twice in a row.
Most probably it is some policies/guidelines by the school or district.
But in general, RECF welcomes anyone that qualified for worlds.
In fact, it is very very rare to see a world champion from the 1st attempt in worlds.
