Do the tape lines themselves have any scoring value? do the tape lines that mark the “neutral zone” also determine a theoretical vertical plane that the robots cannot partially pass through, even for a fraction of a second?
(1) You can pass the neutral zone, but you cannot touch any of the opposing tiles. This is an important distinction
(2) If your question is related to a game object touching two zones, it will be scored in the higher valued zone
(3) The tape borders (I would speculate) are parts of the zones they divide
