Can the students orient them to their liking? Some autonomous programs may rely on consistent orientation of the cones or mobile goals.
This is something that would most likely be at the discretion of the referees, unless the GDC rules otherwise.
I think it would be unlikely this would be allowed, other than your preload and placing cones on the Loader. G5 and G15 would cover this as I see it.
