Yes.
See game manual section regarding match loads. SG6 2c (which also refers back to S1 and S3).
Please make sure you are reading the game manual thoroughly; try using key word searches such as “extend”, “match load”, “perimeter”, etc. Look at the Quick Reference Guide at the front of the game manual and go to any section which seems like it may address what your specific questions are.

Rules <S1> and <S3> still apply to this interaction; there should be no reason for a Robot to extend outside of the field perimeter during this action.
To me it is clear, no the robot should not extend outside field perimeter plane.

<S3> Stay inside the field. If a Robot is completely out-of-bounds (outside the playing field), it will be Disabled for the remainder of the Match.
Note: The intent of this rule is not to penalize Robots for having mechanisms that inadvertently cross the field perimeter during normal game play. However, mechanisms which cross the field perimeter intentionally and/or repeatedly while interacting with the e Match Load Zone may be considered a Violation of <S1> at the Head Referee’s discretion.
So a referee may deem this to be unsafe and use <S1> to first warn the team (minor violation) and then make it major violation of rule and DQ the team or alliance.
