Single acting pneumatic system

Is it necessary to have a finger valve to turn the air on/off in a single acting pneumatic system?

Is it necessary, as in “do the rules require a shutoff valve”? No. Not required by the game manual. Is it handy…yes, it’s always handy to have a shut off valve.

So an absence of the shut off will cause air to run continuously to the solenoid or through the safety valve right, and will this cause air loss?

The air system will have pressure all the way to the solenoid valve. (There is no safety valve in the VEX pneumatic system, maybe you’re thinking of the regulator.) There will be no air loss unless there is a leak, or you actuate the air cylinder.
