Skills Challenges at Worlds

I tried searching for this on the forum but did not find it, so I apologize if it has been asked before.

Can robots who are competing at Worlds participate in the skills challenges if they were not in the Top 30 in either category before Worlds?

All high school and middle school robots are eligible to participate in the skills challenges at World Championship.
