I cannot find any specific details on skills in the game manual, can anyone direct me to a page number?

What do the blue balls mean in skills? Does it give you points no matter the color like TT or is it like they are negatives to your score? I’m really confused here.

They don’t give you any points. It is just like turning point you only get points for red balls scored.
