So I noticed skills rankings save best and most recent. Is the most recent used for deciding Regional qualifications and if I go to an event and don’t run Skills will my scores be 0 or just no change?

No change; skills are based on your highest combined driver and programming at one event. Should you tie it is based on a ton more things that rarely get used that can be found in the game manual.
