So a sister team has spray-painted their lexan on the side that the cubes slide across. Would this be legal or do they need to have the lexan where it is just the cube and the lexan (where the spray paint is on the other side).

The question then becomes - is this non-functional? It sounds functional to me (changes friction in a game where that is very relevant and different materials for tray are being tested). Similar to the carbon fiber question, which is pending in the official Q&A. The only real answer right now is that whether it is legal depends on what the inspector at the event decides up until an official Q &A is answered.

This is correct. Common sense applies as well in regards to the term "non-functional.” And that if the paint is used in a manner to affect performance of the robot, regardless if positively or negatively, then it is not legal.
