Starting Flywheels

So I had one of my teams ask me today, “Can we set our robot on the field with our flywheels already spun up?”

I looked through the manual and saw nothing about this the only thing I did see along this line was that the robot should be ready to play without Driving.

This would not be legal. The Robot should be ready to play at the start of the Match. This means the Robot cannot be in motion until the Match begins.
