I am trying to open the VEX CAD STEP files with Autodesk Inventor 2013 but cannot. Is there something special I need to do to open them?

STEP files usually open best in solidworks or other CAD programs if you start the program and open the file inside the CAD program.
Trusting windows to load the proper program by double clicking the file in explorer usually does not work.
If you are using inventor you could get inventor formatted parts here http://studentsdownload.autodesk.com/ef/27288/cdcoll/downloads/VEXKOP/VEX2013KOP.zip
If you use Inventor, you need to make sure that the type of parts that show up when you search for parts to place are STEP files. You can confirm this by selecting the type of part to open at the bottom of windows explorer after you prompt inventor to open or place a part into an assembly.
