The Angle of Dropping a Cone

Hello,
I was wondering if I were to drop a cone at an angle on to another cone, would the cone be able to nest on the other. In reference to the picture below, what is the maximum value that the “?” can be, where the cone still completely sits on another?

If you don’t understand the question, I can attempt to clarify

I think its around 30*, but I need to do more testing when I get home. As long as the tip of the bottom cone is inside the hole of the dropped cone, they usually nest. They easily handle a large amount of horizontal in-alignment, which is nice compared to skyrise sections.
