Does a High to a Low gear for speed? Or is it low to high for speed?

if the gear with more teeth is powered by a motor and the gear with less teeth is being powered by the other gear then that is speed.
One way to look at things is that when you have 2 gears of different sizes, the little gear will always turn faster than the big gear.
If the big gear has 60 teeth and the little gear has 36 teeth, the little gear will turn 60 times for every 36 times the big gear turns (this can be simplified to 5 turns of the little gear to 3 turns of the big gear).
