I have completely opened the firewall on my computer and disabled any firewalls on the router. The web server is available from any computer on the network, and pinging the phones from the tournament manager computer succeeds.

What else can I do to make these connect?

Android or iOS? Can you get to the web server from the browser on your phone? Do you have the latest version of Tournament Manager (v2.2.74.0 or newer)? If you’re using Android, do you have the latest version (2.0.0)?
