Short answer, yes. Yes it can.

Inside the motors there are PTCs that trip when you exceed the current draw. We call this “burning out”, but different people call it different things. After ~5 seconds the motor should be operational again. This is caused by trying to do too much with the motor, like running it at 127 when it cannot turn or running a gear ratio that is too aggressive for the application (think 3:1 on a drive, 1:3 on a lift, 1:1 on a claw, etc.)
