No, all non-functional decorations must be powered by VEX batteries (generally through the Cortex) if powered at all. No exceptions.

You can just simply open the internals, take the battery pack out and clipping the two wires(most probably there will only be two wires to power the LEDs). After, find out the voltage requirements of the LEDs, then connect them to your VEX Cortex where a VEX LED indicator would be.
