No, this is not legal. When you put your robot through inspection, it must be within the 18x18x18 cube limits. At inspection, there is no wall to use as a release mechanism. Because of this, it is illegal to use the wall to keep the appendage inside the size constraints, and you will have to come up with another method of release. Hope this helps.
