Yes, this is both a legal and common strategy.

Yes, this is allowed as per <G7a>, which is quoted below. (Some text bolded for emphasis.)

VEX Robotics Competition Starstruck Game Manual a. Drive Team Members are not permitted to break the plane of field perimeter at any time during the match, with the exception of the actions described in <SG3> and <SG4>."
