I understand that intentionally extending an arm (such as in picture 2) is illegal if you are just doing that maneuver to dislodge the balls from the cutouts. However, is it legal to use the maneuver (picture 2) to park? What happens if you dislodge a ball or multiple balls but are making an attempt to park and stay parked?
