Where can I modify the format of finals and semifinals in VEX Tournament Manager? (For example, one win in one game, two wins in three games, etc.)
Go into TM
Tools, Options, Elimination Wins. You can set Best Of 3 (BO3) for any / all of the elimination matches. I don’t know of a way to set something like Best of 5, Best of 7, Best of 127, etc.

Yes, you can set the wins required to advance for each round in Tool > Options or the Expert Setup Wizard
