It’s not, but then neither os Gen2 hardware.
Were you looking to familiarise yourself with it in advance?
The VEXcode IQ update that will include support for 2nd generation hardware will be released around the same time IQ 2nd generation kits begin to ship to customers. It is in final regression testing as of this moment.

I don’t know if anyone else is having this problem, but whenever I click the
“VEXcode IQ - v2.2.0” button to download for Windows on the above site, it gives me a “404 Not Found”. Is there a different link or something that I’m missing?
