VRC Qualifying Criteria - Robot Skills

According to the VRC Qualifying Criteria for In the Zone (emphasis mine):

Am I correct that the following two statements are true?

  1. When a team qualifies for a State/Regional/Provincial Championship through their Robot Skills score, this is the team’s highest score at any qualifying event, and not just at qualifying events within the championship’s region (e.g. North Texas).
  2. When a team qualifies for Worlds through their Robot Skills score (other than the World Top 35/15), as described on page 6, this is based on their highest Skills score across all qualifying events, and not just at events within their Region.

Also, when Worlds spots are awarded based on Skills scores within a region, is there a general rule about whether this refers to the region that hosts the event, or instead refers to the region listed on pages 4-7, or is it up to the Regional Event Manager?
