I am confused on the what the rules are with a bot going into the other alliance goal and pushing out the triballs since I saw this happen in a competition but only twice, so I was wondering if any bot can do this as long as it can fit under/inside the goal?

Welcome to VEX forum - I would recommend you read the Game Manual as it specifically states when entering opposing goal is permitted and consequences for doing so when it is not permitted.
Come back to the forum if you need further clarification and point out specific Game Manual rules that are of concern.
