No, assuming you mean weld.

b. Welding, soldering, brazing, gluing, or attaching in any way that is not provided within the VEX
Robotics Design System will NOT be allowed.

Also, post such questions in the Official Starstruck Q & A channel, not the Technical Support channel.
I would also like to add, since you are a new team, that there really is no need for welding anyways. There are plenty of methods of coupling parts with out them. For example, if you need to join 2 c channels together, you can simply use a small piece between them and screw both of them in. Or, if your feeling sophisticated enough, Vex specifically sells some gussets that you can use to couple things. If you have any questions about specific things that you need to couple, feel free to ask.
