Winning excellence award but not qualifying for worlds

With the new state championship setup it is possible for a team to win an excellence award at a local competition, but not qualify for worlds at state. If team 536A wins an excellence award at a local competition but does not qualify for worlds at state, but team 536B qualifies for worlds, will 536 get an interview because there was an excellence award earned by the club?

Teams that have not won the Excellence award at a local or regional event in the 2013-2014 season will not be eligible for an Excellence interview at the 2014 World Championship.

If a club or school has multiple teams that have won the Excellence Award during the current season and earned spots at the World Championship, each eligible team will be considered for Excellence at the World competition in their division. However the club will be given only one Excellence Award interview appointment. Scores from the Excellence interview are applied only to the teams in that club that are eligible to win Excellence. Each division at the World Championship will have one team chosen to win the division’s Excellence Award.

One of the divisional Excellence Award winners will go on to win the Overall Excellence Award. If the Overall Excellence Award winner is part of a club then the award is given to the club as a whole.
