Question about worlds qualifications for nations with 1 qualification spot.
Does the team with the excellence award or the highest national skills ranking get the spot?

Excellence recipient would advance to Worlds. If Excellence is not awarded (e.g., no team met the criteria), then the spot would for to Robot Skill Champion at that event.
