This is my first year going to worlds, and I noticed that they keep pushing the registration deadline back because the event isn’t full. Is this normal? At what point do the just leave the open spots?
I think you are assuming facts not in evidence. Could there be other reasons the registration deadline is changing other than “the event isn’t full”?
A number of regional/state championships were delayed for various reasons. It is likely that this has been done at least in part to allow the teams that qualified at those events sufficient time to gather funds and register.

The Southern New England Regional event and NSBE event in Michigan (last Worlds qualifying events) were both over a week ago, and all teams that qualified were told to register immediately. They are instead likely increasing the deadline to accommodate teams pulled from the waitlist.
NSBE event is this week actually, I’m flying there tomorrow to run it.
