Worlds Qualification for Regions with Multiple States

How does worlds qualification work for regions that have worlds qualifiers with more than one state? For example, in Southern New England, according to the worlds qualification document, there are 10 spots for MA, 5 for CT, and 1 for RI. Does this mean that there are 16 spots given to any teams at the regional championship, or are 10 spots specifically given to teams from MA, 5 to CT, and 1 to RI?

Yes. When multiple states/territories combine, their WC spots are added together. In the case of the Southern New England Regional Championship, the spots for MA, CT, and RI have been combined and can be earned at this event.
