For world qualifiers like this one that shows which award qualifies you for worlds applicable for foreign teams that are not from the hosting country (Can foreign teams qualify for worlds by this event)?

Without more details, usually the teams at the regional have to come from that region… But if this is a signature event then anyone can sign up.
