The GDC has alead commmented on this topic saying which explains the changes in the gearing of the robot:

Full Disclosure:

One of the main reasons for the delay this year was that upon review of the design after Worlds, we found there were parts used in the build that either:

A) Did not come in the Competition Starter Kit

or

B) We used too many compared to the QTY in the kit.

We had to quickly scramble to redesign the robot and completely re-start the instructions process.
