Under rule <R7> c. it states:

Any commercially available #4, #6, #8, M2, M2.5, M3 or M4 screw up to 2" long, and any
commercially available nut and/or washer to fit these screws

Would an eyebolt like the one linked here fall under the category of any screw and be legal for use?

No, these would not be legal. The intent of the rule is to allow for reasonable replacements of existing VEX hardware with similar commodity hardware. These eye bolts provide additional structural functionality (the “eye” hole) beyond VEX hardware, and would not be considered a standard “screw”.
