As per https://vexforum.com/t/answered-multiple-plastics/30904/1 if one is using multiple plastics it is the area of the sheets of plastic used that is measured, not the perimeter. Is this still the case for robots using only a single type of plastic?

Or, to frame this in terms of R7.f, is 12"*24" meant to be read as a cap on the total area of the plastic (288 in^2 in this case), or a physical limitation on the size of the sheet that a component can be cut from?

When using plastics, all pieces used must be able to be assembled into a sheet no longer than 12"x24". This is different than a maximum total area.
