A. Can a device that is designed to interface with the partner port be used to control the robot during teleop in the college competition?

B. Can that device include processing capability?

C. Assuming the device in question does indeed play a role in controlling the robot, is it treated like part of the controller and as such cannot be touched by the coach?

A. Can a device that is designed to interface with the partner port be used to control the robot during teleop in the college competition?

Yes, provided that it does not affect the way the Cortex enables / disables motors, and as long as any wireless capabilities it may have are turned off.

B. Can that device include processing capability?

Yes, this would be fine.

C. Assuming the device in question does indeed play a role in controlling the robot, is it treated like part of the controller and as such cannot be touched by the coach?

This is correct.
