Hello VEXer,
for VEX AI, we want to 3D print rim for wheel, and use rubber band as a tire.
There’s no rules about the usage of rubber band in VEX U.
But in it is illegal to: Using grip tape to improve wheel traction.
So is that OK to use rubber band and 3D printing to make wheels?
I would assume so, many teams have used rubber bands on wheels in the old days
I don’t think 3D printing rims are allowed.
but I would have to read up on the rules again for VEX AI and all that stuff.
maybe you should before you give someone advice on the legality of something…
This might not be helpful to you, but I hope it is . 
In V5RC, the GDC just established no 3D printed decorations, or any 3D printed materials for that matter.
OP explicitly says the question is intended for the VEX AI Robotics Competition.
