In textual programming languages, the constant true is, well, supposed to always be true (the opposite boolean value of false). This snippet overrides that definition to set up a prank (or certainly a poorly implemented random generator!)
In C++, the function rand() returns a random integer from 0 to RAND_MAX (a lot). Using the modulo operator %, reduces the values to the range [0, 99]. By checking that this random number is less than 98, which it will be almost all of the time, the result is an unpredictable true value which is essentially meant to drive programmers batty because the constancy of this overloaded true will only hold most of the time, failing inexplicably.
