As you can see from this post:
The relationship between motor control value and actual motor power draw is not linear, and it levels out at high motor control values.
This is consistent with your observation that a drive train running at 90% power travels at the roughly the same speed as one running at full power, but it means that your assumption that it draws disproportionately less current is probably wrong.
