Is Vex Iq plastic plates legal for purposes of liscense plate attachment on the robot. In theory it would serve no structurual purpose asside from holding the liscense plates onto the robot.

As long as it serves no structural purpose then it would count as a non functional decoration which would make it allowed. Be prepared to say this to inspectors or referees if asked, and make it obvious that it is not structurally supporting anything.
