In R1, subsystem 2 is defined as a “power and control system that includes a legal VEX battery, a legal VEX control system, and associated motors for the mobile robotic base.”

“Control system” does include a VEX radio right? even if not explicitly stated?

Yes, I believe that a radio is included in subsystem 2.
