We have a team member that is graduating a year early so he is a junior would this affect his eligibility even though he is still under 18 until next year February?
When new season’s Game Manual is released, read carefully about eligibility to be a HS student on a team.

Im pretty sure that even regular 18 yr old college freshmen can participate in vex hs assuming they meet the certain age requirements
You are not correct.
From part 1 of the definition of student, game manual
Anyone who is earning or has earned credit toward a secondary school (i.e., high school) diploma, certificate, or other equivalent during the six (6) months preceding the VEX Robotics World Championship. Courses earning credits leading up to high school would satisfy this requirement.
With this part of the definition, a student needs to have earn or have earned credit toward their high school in the 6 months before VEX worlds championship. A student who graduated early would not fit this criteria.

Per the Game Manual for High Stakes season - hence, my guidance to wait for next seasons manual before we can answer definitively.
Why I say wait, there are changes that impact eligibility - for example, it was a thing for an adult to be on drive team - as long as they were not handling the joy stick controllers

Wait for new season Game Manual and we can offer concrete answers about eligibility.
