If it doesn’t interact with elements, leave the starting area, or expand, I believe so. Please note that the teams behind you won’t like this and you should probably do as much of this at the pit as you can. Also, I’m not any form of rule maker, so don’t believe me too strongly.
This is a fairly ambiguous question.
You’re probably gonna get a clearer answer from reading the game manual,
Anyway I see two possible scenarios here
- You want to do some preparation at your pit. Maybe lowering the catapult or just testing the intake or drive train. If it’s at the pit then it’s fine (provided you don’t break other rules)
- You want to do some at the actual skills field. According to RSC9 B. Teams are advised not to bring controllers to autonomous skills matches.

I would set down the arm at your pit or in the queue for skills, the game manual does say that you can have a reasonable amount of time to set up which the game manual says that about 3 seconds to calibrate your sensors (or in this case your catapult) is fine, but 3 minutes is not.
And no you cannot use a controller to start the program
