Yes. While the excellence awards during the season don’t qualify, the tournament champion during state will. To know for sure, check robot events under your state, it should list the spots available for your state.
You are asking specifically if you are allowed to turn your Eng NB in and be judged for Excellence at Worlds?

The specifics for being eligible for the Excellence award at the Worlds Championships are in the Judges Guide (pg 9):
Teams must have been awarded the Excellence Award at an official state/regional(multistate)/provincial/national championship event or a REC Foundation designated signature event during the current competition year to be eligible for Excellence at VEX Worlds…
Unfortunately, even though you have won multiple excellence awards throughout the season, since you didn’t win one at the state championship you won’t be eligible for the excellence award at worlds.
@mattjiang That is incorrect. You do not need to have won excellence (or design) at state for you to qualify for excellence at Worlds. As long as your team has won excellence during the current season, you qualify. However, you must register beforehand (on RobotEvents, I believe) to be considered for either excellence or design at Worlds.

You’re only eligible for Excellence at worlds if you got Excellence at the World Qualifier that earned you the World’s bid.

ETA - As per the 7/24/17 version of Awards Appendix (In the Zone), there is no more pre-submission requirement for Design or Excellence at Worlds. As per the 6/18/18 version of Awards Appendix (Turning Point), you are no longer eligible just for winning Excellence at any official event during the year.
The judges guide, (linked in the post above mine), clearly states that
“Teams must have been awarded the Excellence Award at an official state/regional(multistate)/provincial/national championship event or a REC Foundation designated signature event during the current competition year to be eligible for Excellence at VEX Worlds”<
Where regional championships are referring to multistate championships (NH/VT for example). This does not include “regional” tournaments which are not worlds qualifying.
My apologies… They must have changed it, because my team won excellence at the regional level in the NBN season and not at the state level, and we were able to qualify for excellence at Worlds. Sorry if I created any confusion.

Yes, this new rule came into effect just before worlds last year.
No, the only way you can qualify for excellence or design at Worlds is by winning excellence at states.
You can also do it by winning Excellence at a Signature Event.
