Setting Brake Mode/Solenoid State While Disabled

This was possible in a older firmware but was removed for whatever reason this season.

Why can't I now set the motors to hold mode when the robot is in the disabled period?

For a period of time some would argue this was a feature that was mistakingly present in the earlier days.
