I’m sure I’m not the fist person to have done this but I made a simplified version the of game manual to help younger students. I coach a handful of elementary school students and they’ve been really struggling understanding this year’s complicated game aspects and nuances. I think it’s unrealistic to have a third grader read a 60 page, fairly technical document. I hope this can be of help to others.
That’s impressive, but are you going to use that as a replacement for the game manual?
In simplifying it you do leave out a lot.

I love the idea! You are right that it is easier.
I do have concerns though. If teams cannot cite rules from the real rulebook, they cannot defend themselves in a rule dispute. Maybe list applicable rule numbers with each of your reduced rules so the teams can find the real rules if needed.
What if instead, I made a duplicate of the game manual, then added a green box after each rule with a summary that is easier to read. That seems like a good alternative.
Of course there will be information left out if you condense it. This isn’t meant to be a replacement for the game manual. I do like the idea of citing what rule is being referenced. Here is a new version with that idea incorporated.
