Limit is just under goal height (height of top part of scoring basket), so robots could theoretically make a shot blocker device, so long as they never exceed height limit.

Competitions have already begun, though still in the early season.
I would suggest going to this link, then choosing your competition(i assume vrc so you would click on that),and then fill in some information to filter results to suit your location.
