Could we use a screw that was originally more than 2", but was cut down so that it was 2"? What if the screw had a 2" unthreaded portion, would it still be legal after it was cut?
Do shoulder screws still count as screws? Would it be legal to modify that shoulder screw to have a smaller diameter?

No, this is not legal. You are using a screw that’s longer than 2".

No, this is not legal. The screw must start at 2" or shorter, before you begin your modifications.

Yes, shoulder screws still count as screws, and, yes this modification is legal.
