The voltage thing isnt a big deal, the communication isn’t 12.8V.
So this is all applicable to you
The lidar uses UART and so does your GPS.
Also keep in mind the specs on the GPS you picked out
- Horizontal position accuracy: 2.5 meter CEP (Circular Error Probable)
Which is pretty reasonable for cheap GPS.
